AI governance pattern: for every structuring decision taken by an agent (token modified, component derived, accessibility tradeoff), the agent MUST surface the decision in a human-readable channel (PR description, dashboard, Slack notification) BEFORE the change is mergeable. The DS manager keeps veto. Stack Overflow: 'surface its decisions broadly, and lets humans decide when outcomes aren't clear'.
